With no electricity Tuesday, ATMs could not dispense money and restaurants could not open to feed people still unable to return home. Communication was made difficult by spotty cellular and Internet service.

Entergy said Gustav knocked out all 14 of its major transmission lines supplying power to New Orleans and other areas. One has been restored. Work crews are repairing them and are trying to use other transmission lines to supply power where it's needed.
Residents began returning to several southeast Louisiana parishes today. They returned to homes to see their roofs torn off, trees uprooted and debris littering streets. Some also found no lights or air conditioning and waded through knee-deep water in their neighborhoods.
Also, residents need gasoline, but power is not available to run fuel pumps. He has asked major oil companies to supply 200 generators to the state, which will distribute them to gas stations in hard-hit areas.
