I tried to vote in South Africa's latest municipal (local) government elections. I registered to vote for the referendum, in
1994, but had since been out of the country. When I tried to vote they said I wasn't registered with them, and I should vote where I had last voted. That ward had been replaced by the one I was at!
I wasn't the only one who didn't get to make a cross - a large proportion of the locals seemed to take the day off and do just about anything besides vote.
