Bullies also culpable in Sword Slaying

There is something to be said for the jeering goading brats on the sidelines, who tease and toy and manipulate, and when the person breaks down, they run away to some place to wash their hands. People think these things just happen. It is a long line of abuse that culminates in something.

My question is, why didn't the teachers do something about the abuse? I have been a teacher (and a student) and it is often obvious which kids are being victimised. Teachers, in order to gain the support of the popular kids, or school leaders, often make this even worse by siding with the bullies or pretending that nothing is happening.
