Tropical storm Fay has defied expectations and gained power as it passed over southwest and central Florida, threatening once again to become a hurricane and strike the state a third time.

Forecasters had predicted the deadly weather system, blamed for at least 20 deaths in the Haiti and the Dominican Republic, would diminish after making landfall near Naples, bringing heavy rain and 60 mph winds but no widespread damage.

Yet as the storm travelled north, it failed to weaken, forcing those in the north of the state and Georgia to suddenly mobilise for a possible hurricane.

"This storm is going to be with us for a while. That's obvious now. It looks it could be a boomerang storm," Charlie Crist, Florida's governor, told a news conference.
