It's about 3:53 in this picture and I have jogged, sometimes sprinted to get from the Consulate (I asked an official to make a telephone call to Ms Kim at 3:30 who told me to wait 10 minutes) which I left at 3:43pm. Bare in mind my train was scheduled to leave at 4pm (next train an hour later), and my flight at 5:25pm, and the train trip is 35 minutes, and at 3:30 pm I was confronted with a sign that said: Visa's returned at 4pm.
