Ike is a Category 2 storm right now. Even so Ike's 15-20 foot surge is likely to be felt up to 15 miles from the Texas shoreline. Over a vast area north of Galveston, Texans need to make sure they are in high lying areas, and in buildings that are at least three storeys high.
